Workable’s public demo shows why it tops SMB lists: posting flows to 200+ boards from one screen, the AI sourcing surfaces passive candidates without a separate tool, and the pipeline view survives being handed to a hiring manager who has never seen an ATS. The catch is the price fence: Starter caps at 2 active jobs, so a hiring burst pushes you to Standard at $299 — budget for the plan you’ll grow into, not the one you start on.

2. Breezy HR

The value pick: a real free tier (one position), the most intuitive drag-and-drop pipeline in the group, and $157/mo annual undercutting Workable meaningfully. It advertises and organizes better than it hunts — fine for teams that generate applicants and need to not lose them.

3. JazzHR

The lean pick at $75/mo with unlimited users — but a 3-active-jobs cap on Hero, so it fits steady low-volume hiring, not bursts. Interface shows its age; the price forgives it.

Pricing traps in ATS-land

  • Per-job vs per-user pricing. Workable and JazzHR fence by active jobs (2 and 3 on entry tiers) — deadly for bursty hiring; Manatal charges per user — deadly for committee hiring. Match the model to which resource you actually burn.
  • The annual-lock discount. Headline prices assume annual billing (Breezy: $157 annual vs $189 monthly). Hiring is seasonal for most small teams — paying monthly for the two quarters you actually hire is often cheaper than a year-round contract, and vendors don’t volunteer that math.

You don't need an ATS if…

  • you hire twice a year — a shared inbox plus a spreadsheet is honest advice;
  • you're enterprise — Greenhouse/Lever territory, different list.
